Arc finalizes every block as it is produced. The safe and finalized block tags return the same block as latest, and there is no pending block: eth_getBlockByNumber with "pending" returns null.

WebSocket clients MUST respond to server ping frames, otherwise the connection will be closed and re-established every minute.
